That will depend on where you are located and whether you need to expand your back garden in order to build this range.

You’ll need to contact your city’s business office to find out. They’ll explain the various business categories that you’ll fall into for which you’ll need an appropriate permit, including a separate license as a food seller & retailer if you put in the snack bar/gift shop.
Even more importantly, you’ll need to make sure they don’t have any city or neighborhood ordinances against putting a driving range there, given that it will cause some noise, and possibly be considered an eyesore by some neighbors (especially if you have to put up the high fences).
The city business office should have most or all of that info, and you’ll want to look over your neighborhood covenants or HOA bylaws if you’re in an HOA.
